Stopping Child Exploitation Through Education And Livelihoods (Sceel) Project

Project Overview

The SCEEL project was co-implemented with Platform for Labor Action (PLA) and SOMERO, targeting the districts of Kampala, Bugiri, and Busia, with ECO focusing on the Moroto district, specifically Rupa and Katikekile sub-counties. Funded by Terre des Hommes, the project aimed to address the exploitation of children as domestic workers, young miners, and trafficked children. The project provides vocational training, mentorship, and access to government livelihood programs, with the aim of rehabilitating, educating, and reintegrating these children into society.


Project Goal

To contribute to the progressive elimination of the worst forms of child labor and ensure the realization of children’s rights in Uganda.


Project Objectives

1) To provide children at risk of exploitation or engaged in mining with education, health, safety, and improved livelihoods in the Moroto-Karamoja region, 

2) To improve law enforcement agencies’ and duty bearers’ knowledge of their roles in preventing child exploitation in Moroto-Karamoja and 

3) To ensure families and communities are engaged in protecting children from the worst forms of child labor in Moroto-Karamoja.


Summary of Achievements/impact

Implemented from 2016 to 2018, The SCEEL project successfully withdrew and rehabilitated approximately 650 children involved in mining and domestic labor from the mining communities of Rupa and Katikekile sub-counties. The project also supported local leaders and councilors in Rupa Sub-county to develop, pass, and popularize a Child Rights Protection By-law that directly targets the mining communities. Furthermore, 67 youth and school dropouts, including 44 girls and 23 boys, were enrolled in a Vocational Institute, where they received training in tailoring and metal fabrication. The youth were equipped with skills and startup vocational kits to improve their livelihoods.
