|Position: Woodland expert to undertake work on the EU Grant project for restoring and conserving degraded fragile ecosystems for improved Community Livelihoods among the Refugee and Host Communities of West Nile Region in the districts of Terego and Yumbe

|Background Objectives of the Assessment||Introduction:
The EU Grant Project titled “Restoring and Conserving Degraded Fragile ecosystems for improved community livelihoods among the refugee and Host communities of West Nile Region and the Mid-Albertine Rift” is an action response project implemented by a consortium of Wildlife Conservation Society (WCS), Nature Uganda (NU), Ecological Christian Organization (ECO) and Uganda Biodiversity Trust Fund (UBTF) as the lead applicant. The project commenced in February, 2021 targeting West Nile region particularly Terego and Yumbe district (implementation area for ECO) for areas within 15Km radius from the boundary of refugee camps.
The project overall objective is “Improved livelihoods and ecosystems resilience to impacts of refugees and climate change in refugee hosting landscapes”. By the end of the four years, the action will have contributed to improving resilience of both livelihoods and ecosystem resilience. The overall objective will be achieved through three specific objectives namely:
1. To restore degraded forests, wetlands, savannah woodlands and other fragile ecosystems impacted by human activities in refugee hosting districts.
2. Support landowners in host communities to establish agroforestry enterprises and adapt Sustainable Land Management (SLM) practices.
3. Build capacity of Local Governments (LG), Civil Society Organisations (CSOs), private sector companies and local communities for effective uptake of climate change mitigation and environmental conservation measures.
The overall objective of this particular assignment is to provide technical support in the area of characterizing woodlands to ensure effective and efficient delivery of project targets. This is intended to describe and categorize the in-situ condition of the woodlands in the project area over the project life.
Specifically, the key outcomes for this assignment include: identification of the necessary interventions, inputs and mitigation measures to the threats associated with woodlands.
Scope of Work, Responsibilities and products
|The Consultant(s) shall perform all the services/work as necessary to fulfill the objectives of the Consultancy contract. More particularly, the Consultant will be expected to carry out tasks such as:
i. Reviewing relevant literature related to methodologies for woodland and forest ecosystem restoration and conservation, environmental laws and policies, national and local refugee policies etc.;
ii. Prepare an acceptable activity/work plan and methodologies to be employed, stakeholder, key inputs and submit them for approval before commencement of field activities.
iii. Undertake field reconnaissance to pick multiple co-ordinates for woodlands, woodlots, farmer gardens and forests;
iv. Describe the status of the identified woodlands and farmlands in terms terrain, flora and fauna, climate/ weather, soil and unique natural features.
v. Identify any threats and risks associated with the identified woodlands
vi. Identify and recommend suitable interventions and inputs required for the management of the selected woodlands sites.
vii. Present the results of the assessment.
viii. Carry out other relevant tasks as may be assigned in writing from time-to-time by the client within the context of the assignment.
i. A technical report on the methodology and qualitative description of the field observations, woodland types, key interventions and inputs to address threats and risks.
ii. Photographs of the characterized fields and GPS co-ordinates.
Qualification and experience of the consultant
|Qualifications: The prospective consultant/firm/individual shall be required to possess the following minimum qualifications

|The payments will be scheduled as follows:
· 50% upon approval of the EOI and commencement of work
· 50% upon submission of an acceptable final assessment report
|Note||Any Proposal submitted will be regarded as an offer by the Proposer and does not constitute or imply the acceptance of any Proposal by ECO. ECO is under no obligation to award a contract to any Proposer as a result of this Request for Proposals (RFP).
At any time prior to the deadline of proposal submission, ECO may for any reason, such as in response to a clarification requested by a Proposer, modify the RFP in the form of a Supplemental Information to the RFP. All prospective Proposers will be notified in writing of all changes/amendments and additional instructions through Supplemental Information to the RFP.
